EXHIBIT A SCOPE OF WORK Generally,the Service Provider will provide counsel,research,and analysis to the City of Everett regarding the development of a state research university campus in Everett and the expansion of higher education access throughout the three-county Snohomish,Island and Skagit region(three-county region). Emphasis will be on the administration,planning and operation by Washington State University of the University Center of North Puget Soung development and execution of the consortium academic model,engineering/STEM program development,university center relations/outreach and funding relevant legislative proposals:University Center administration and operations, STEM program development and FTEs,Regionally relevant program development and FTEs,and long and short range planning and facilities for WSU/University Center of North Puget Sound. 1.The Service Provider will: • Provide counsel in support for university center/branch campus development in Everett regarding: a. The Governor,staff and consultants,state boards,agencies,Washington State University,the University Center of North Puget Sound Partnership and Everett Community College b. The Legislature,the three-county legislative delegation and legislative committee staff • Serve as liaison on behalf of the Cityof Everett to: a. Washington State University b. Washington Student Achievement Council c. The State Board for Community and Technical Colleges d. Council of Presidents e. Everett Community College, Skagit Valley College and Edmonds Community College f. University of Center of North Puget Sound Partnership g. Other representatives of higher education h. Area business, industry,education and community leaders 2. The Service Provider will focus on: • Higher education policy,strategic planning and funding primarily as it relates to accomplishing the goals of 2SSB5636 • University Center administration,planning,development,and funding • Long term branch campus strategic planning,development,authorization,and funding • Community support,funding and outreach • Communications and media coordination 3. The Service Provider will assist the City analyze,evaluate and respond to the former State High Education Coordinating Board university center/branch campus strategic plan oversight as directed by the 2011 Legislature and HECB System Design Plan procedures as relevant. 4. The Service Provider will also: • Provide political consultation,research and issue analysis regarding regional and statewide matters of specific importance to the City of Everett,related to but not limited to: • The Puget Sound Regional Council • The Economic Development District/Prosperity Partnership • State of Washington coalitions,partnerships or task forces • Regional public,private or public/private associations,coalitions or partnerships • The Economic Alliance Snohomish County • Participate as directed in meetings,hearings,conferences or tours regarding regional or statewide issues and serve as a liaison on behalf of the City of Everett,the Mayor or the Executive Director for Governmental Affairs Page 12 (Form Approved by City Attorney's Office January 7,2010,updated June 15,2014)
