August 10, 2016 <br /> COUNCIL BILL 1607-34 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE relating to Noise, amending Ordinance 534-78 as <br /> amended (Chapter 20.08 EMC) and repealing sections under Section <br /> 16 <br /> Flora Diaz, Legal, provided an overview of three possible options for the <br /> proposed "public nuisance noise" definition. <br /> President Murphy read the definition that the Council decided to adopt: <br /> "public nuisance noise" means any sound that annoys, injures, interferes <br /> with or endangers the comfort, repose, health or safety of others and <br /> affects the rights of a community or neighborhood although the extent of <br /> the damage may be unequal. <br /> Katrina Lindahl, Everett, spoke in support of the proposed ordinance as <br /> amended. <br /> Moved by Council Member Roberts, seconded by Council Member <br /> Franklin, that this is declared to be the third and final reading of Council <br /> Bill No. 1607-34, and the city clerk is directed to call the roll for the final <br /> disposition of the ordinance as amended. <br /> AYES: Roberts, Murphy, Franklin, Bader, Stonecipher, Tuohy <br /> NAYS: None <br /> EXCUSED: Moore <br /> Ordinance No. 3509-16 adopted. <br /> 263 <br />
