c #011p 14440i ORDINANCE NO. 2677-03 AN ORDINANCE relating to the Downtown Everett Business Improvement Area (BIA), approving the year 2003 budget and Levying Annual Special Assessment, which includes a 25 percent reduction from the 2002 assessment, upon Buildings and other Real Property (and owners thereof) for collection during the year 2003. WHEREAS, The City of Everett City Council, with the passage of Ordinance No. 2097-95, established a Downtown Everett Business Improvement Area(BIA); and WHEREAS, the City of Everett City Council approved a 1996, 1997, 1998,1999, 2000, 2001 and 2002 budget for expenditures for the BIA; and WHEREAS, the City of Everett's downtown street improvement projects could impact business in the downtown resulting in a diminishment of services and business; and WHEREAS, the Downtown Everett Association has proposed a 2003 annual budget for the BIA and has concurred in a proposed 25 percent reduction of the 2003 assessment; and WHEREAS, the City of Everett City Council finds that the proposed year 2003 annual budget is necessary and appropriate in order to meet the objectives and purposes for which the BIA was formed. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: The year 2003 annual budget and proposed activities of the Downtown Everett Business Improvement Area, attached and made a part of this ordinance as Attachment A, are hereby approved, and the year 2003 annual special assessment which includes a reduction of 25 percent from the 2002 assessment, attached and made a part of this ordinance as Attachment B, is hereby approved, assessed, levied and shall be collected as set forth therein according to)) 1 mance '. 21Ig, 95nd s to law.
