.%tr <br /> ORDINANCE NO. 2683-03 <br /> AN ORDINANCE RELATING TO ADULT CABARETS, MINI-CASINOS, ADULT <br /> USE BUSINESSES, PANORAM PREMISES AND PUBLIC PLACES OF ADULT <br /> ENTERTAINMENT, ADOPTING INTERIM REGULATIONS ON ESTABLISHING <br /> SUCH FACILITIES AND PROCESSING APPLICATIONS RELATED THERETO, <br /> AND DECLARING AN EMERGENCY. <br /> WHEREAS,the City Council does find: <br /> 1- The City of Everett has invested $47 million dollars of local, state, <br /> federal, and Boeing Mitigation Fund resources on constructing Everett <br /> Station and its supporting parking; and <br /> 2- Everett Transit, Community Transit, and Sound Transit have designated <br /> Everett Station as a central hub of public and private transportation in <br /> Snohomish County as well as a multi-faceted facility providing various <br /> forms of transportation services, educational facilities, employment <br /> services and community meeting space; and <br /> 3- AMTRAC, Greyhound, and other ground transportation providers have <br /> chosen to locate their transportation activities and services at Everett <br /> Station; and <br /> 4- Sound Transit's Express Bus regional service stops at Everett Station, <br /> and Sound Transit plans to make Everett Station the north terminus of its <br /> Commuter Rail service; and <br /> 5- The City of Everett is in the advanced stages of preparing a sub-area <br /> plan for the area around the new Everett Station, also known as the Everett <br /> Station Area Plan; and <br /> 6- The two alternatives under consideration for the Station Area Plan <br /> would encourage a change in the land uses to either include office and <br /> technology oriented businesses or multiple family residential development <br /> in combination with office and technology oriented businesses and <br /> supporting retail and commercial activities; and <br /> 7- The existing businesses in the Station area include a large number of <br /> light and heavy manufacturing, as well as warehouse activity; and <br /> 8-The existing buildings will require replacement or substantial <br /> remodeling to accommodate either of the two plan alternatives; and <br />
