ATTACHMENT A <br /> SCOPE OF SERVICES <br /> Objectives: <br /> The Service Provider will monitor the implementation of 2SSB 5636 which authorized <br /> Washington State University to administer and operate the University Center of North <br /> Puget Sound (UCNPS). <br /> The Service Provider will advise and assist the City of Everett and Washington State <br /> University in identifying, developing and expanding course offerings to align with the <br /> workforce demands of the regional economy including, but not limited to, engineering <br /> and advanced technology courses that support the aerospace industry. <br /> The Service Provider will advise and assist the City of Everett and Washington State <br /> University identifying, protecting and advocating for funding for WSU and UCNPS <br /> programs, facilities, operations, staff and expansion plans. <br /> Description of Work: <br /> • The Service Provider will develop and implement legislative strategies in support <br /> of legislation to authorize, develop, plan and fund programs and facilities for <br /> WSU and University Center of North Puget Sound in Everett. The strategy <br /> development will include identifying: <br /> • The most feasible plan(s) to secure the passage of any desired <br /> legislation. <br /> • Federal, state, university and private funding. <br /> • On-going outreach to legislators and staff, the Governor and staff, <br /> university partners, Everett Community College, SBCTC, external <br /> stakeholder groups, business, community leaders and the media. <br /> • Collaborative relationships and coordination with the University Center <br /> Partnership, Washington Student Achievement Council, Washington <br /> State University, the State Board for Community and Technical <br /> Colleges, state university and community and technical college <br /> officials, other state agencies, business, industry, and community <br /> leaders. <br /> • Communication tools for legislators, staff, students, families, employers <br /> and the media. <br /> • The Service Provider will advocate on behalf of the City of Everett in support of <br /> legislation to: <br /> o Authorize, develop, plan and fund programs and facilities for WSU and <br /> University Center of North Puget Sound in Everett; <br />
