The Improvement Bond proceeds, together with existing cash on hand, future revenues, capital contributions from wholesale customers, and State loans, will fund the Projects. The estimated cost of the Projects and all costs incidental thereto (including costs of issuance of the Improvement Bonds and funding of the Reserve Account), is hereby declared to be as nearly as practicable the sum of$113,030,000, $45,000,000 of which is to be provided out of the proceeds of the sale of the Improvement Bonds.
