• <br /> • <br /> ORDINANCE NO. 2691-01 <br /> AN ORDINANCE Amending the City's Parking Regulations by Defining <br /> Additional Terms, and Prohibiting Long-Term Parking and Reparking in the <br /> Central Business District, Amending Ordinance No.'s <br /> 2180-96, 2395-99, 2603-02 (EMC 46.28) <br /> Whereas, the City Council finds that time zones in the central business district serve to facilitate <br /> commerce by limiting parking time and promoting frequent turnover for shopping rather than <br /> commuter, employee or long-term parking; and <br /> Whereas, it is the desire of City Council to encourage commuters, employees, and students in <br /> the central business district to take advantage of existing transit systems, ride-share programs, <br /> and off-street parking, in order to reserve on-street parking for customers and patrons in the <br /> central business district; and <br /> Whereas, the City Council finds that, in order to fairly allocate parking spaces among the public <br /> to facilitate a growing commerce, it has become necessary to enhance enforcement efforts and <br /> penalties for chronic violators; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Section 2 of Ordinance No. 2180-96 (EMC 46.28.020), which reads as follows: <br /> Definitions. <br /> Unless otherwise provided or unless the context clearly requires a different meaning, the <br /> following terms shall have the meaning given to them herein: <br /> A. "Alley" means a public highway not designed for general travel and used <br /> primarily as a means of access to the rear of residences and business establishments. <br /> B. "Alley entrance" means that portion of the street which provides access to an <br /> alley through a curb cut or a depression in the constructed curb or, when there is no constructed <br /> curb, that area in front of such alley as is well defined or is designated by authorized signs or <br /> markings. "Alley entrance" shall include an alley exit for one way alleys. <br />
