ORDINANCE NO. 2692-03 ..W41 <br /> AN ORDINANCE ADOPTING THE <br /> SHORELINE PUBLIC ACCESS PLAN <br /> AND AMENDING THE <br /> EVERETT COMPREHENSIVE PLAN, <br /> AMENDING ORDINANCE NO. 2021-94 <br /> WHEREAS,Everett includes over 20 miles of marine, river and lakefront shoreline, yet visual <br /> and physical public access to the water has been largely shut off by historic industrial <br /> development, railroad lines, and roads; and <br /> WHEREAS, during the public process the City of Everett conducted from 1998 to 2002 to <br /> update the City's Shoreline Master Program, citizens made it clear that public access to the <br /> shorelines was among their highest priorities; and <br /> WHEREAS, the adopted Shoreline Master Program includes a Public Access Element with <br /> goals, objectives, policies and regulations that require development subject to shoreline permits <br /> to include public access to the extent allowed by law, and requires the public access to be <br /> generally consistent with adopted public access plans; and <br /> WHEREAS, the Mayor and City Council formed a Shoreline Citizens Advisory Committee in <br /> January 2002 to make recommendations on a city-wide shoreline public access plan, and hired <br /> MAKERS to work with staff to develop the plan; and <br /> WHEREAS, after holding public workshops and taking public comment, Committee members <br /> decided to focus on a long-term comprehensive strategy to establish a continuous system of <br /> trails, parks and attractions around the entire peninsula, with connections inward to city <br /> neighborhoods and outward to regional trails; and <br /> WHEREAS, the Committee approved the plan in November, 2002; and <br /> WHEREAS, the Board of Park Commissioners recommended approval of the plan on April 15, <br /> 2003; and <br /> WHEREAS, the Planning Commission held a public hearing and recommended approval of the <br /> Shoreline Public Access Plan with minor revisions on April 15; and <br /> WHEREAS, the Growth Management Act, RCW 36.70A, authorizes the City to amend the <br /> Comprehensive Plan on an annual basis; and <br />
