The site visit was
coordinated in advance with George Gombasy (client) and conducted by Jesse L. Binford, PE,
Principal with BCIE.
PURPOSE:
The following report contains BCIE's findings and opinions following a damage assessment do to a
vehicle impact at the Highlander Apartments. Recommendations are included at the end of this
report.
GENERAL:
The Highlander Apartment Complex (apartments/complex) consists of multiple two-story
conventionally framed light timber multi-family structures supported by perimeter concrete
foundations, enclosing partial below grade units. The Snohomish County Assessor's Report did not
provide specific information for all the buildings and the building where the vehicle impact occurred
was located at the north side of the property, towards a transition of the property from north to east
at the property line boundary. The Assessor's Report also indicates the buildings for the complex
were constructed in 1970 and 1973. For the purpose of this report, the irregular shaped building is
orientated north to south, with entrances to the apartment units via breezeways at the west side
fronting parking areas. The location of the vehicle impact was at the center breezeway and was for
units 129-131.
3605 C STREET NORTHEAST • AUBURN, (WASHINGTON • 98002
OFFICE 253.833.5557 • FAX 253.833-7309
WWW.BCIE.NET
1/3
3
