e°11/IP <br /> ORDINANCE NO. 2703-03 <br /> An Ordinance Amending the Land Use Map of the Everett <br /> Comprehensive Plan for the Mitrachkaw property located <br /> in the 3900 Block of Wetmore Avenue from Multiple Family, <br /> 20-29 Dwellings Per Acre to Multiple Family 30-50 Dwellings Per Acre, <br /> amending Exhibit A of Ordinance NO. 2021-94, as amended. <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally <br /> allows for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its eighth annual comprehensive plan <br /> amendment process in July, 2001, which included consideration of Land Use map <br /> amendment and rezone applications initiated by private property owners; and <br /> WHEREAS, Stoyan Mitrachkaw applied for an amendment to the Land Use map, for a <br /> property .41 acres in size, located in the 3900 block of Wetmore Avenue from 1.6 <br /> (Multiple Family, 20-29 Dwellings Per Acre) to 1.7 (Multiple Family 30-50 Dwellings <br /> Per Acre); and <br /> WHEREAS, Mr. Mitrachkaw asked to have his application tabled for a year, or one <br /> docket cycle, then he subsequently asked to re-instate the application as part of the 2002 <br /> docket cycle; and <br /> WHEREAS, an environmental analysis of the proposed Comprehensive Plan amendment <br /> has been conducted by the City in compliance with the requirements of the State <br /> Environmental Policy Act (SEPA); and <br /> WHEREAS, the City of Everett has encouraged public participation in the consideration <br /> of amendments to the Comprehensive Plan, as required by the Growth Management Act, <br /> through a variety of notification procedures, including SEPA review, mailing to interested <br /> citizens and organizations, mailing to affected property owners, legal publications, and <br /> posting of the affected property; and <br />
