New information includes more detailed planning for the Shoreline Master Program update <br /> that included substantial environmental inventories that support the additional Aquatic and <br /> Open Space designations, and the inter jurisdictional planning that has and is occurring on <br /> the Mukilteo tank farm property. <br /> The revisions to designation boundaries around the Navy base and Port south terminal are <br /> due to changes in the harbor line that were approved as part of the Navy base construction, <br /> and better mapping capabilities with the City's GIS system. <br /> 2. The proposed land use designations are supported by or consistent with the existing policies <br /> of the various elements of the comprehensive plan. <br /> Shoreline Element The 2002 Shoreline Master Program (SMP) was adopted as an element of <br /> the Comprehensive Plan, except for those provisions designated as "regulations," which were <br /> adopted as part of the Zoning Code. Section 4 of the SMP includes shoreline environment <br /> designations with associated purpose statements, classification criteria, descriptions of areas <br /> designated with vision statements for many of those areas, and management policies. These <br /> became part of the Comprehensive Plan, while the Figures showing the areas became part of <br /> the Zoning Code. <br /> The purpose of the proposed Aquatic and Park/Public Open Space Land Use Map <br /> amendments is to provide consistency with the new Aquatic, Aquatic Conservancy, and <br /> Urban Conservancy, and Urban Conservancy- Recreation shoreline environment <br /> designations in the new Shoreline Element of the Comprehensive Plan. The designation of <br /> the Mukilteo Tank farm property as Waterfront Commercial is consistent with the Urban <br /> Multi-use SMP environment designation and the vision statement for the property in the <br /> Shoreline element of the Comprehensive Plan. <br /> The following policies and text in the Comprehensive Plan support the proposed revisions to <br /> the Comprehensive Plan Map: <br /> Land Use Element. <br /> • Policy 1.2.6.d. Identify on the Land Use Map appropriate areas in which to apply the <br /> following commercial land use designations: Waterfront Commercial: Water-oriented <br /> districts which create or reinforce a distinct character associated with the shoreline <br /> location, and which combine commercial activities with recreational activities or promote <br /> a high level of public contact with Everett's shorelines. <br /> • The Open Space map on LU-27 shows Ferry Baker and Weyco Islands, and Jetty Island <br /> as Open Space. <br /> • Locational Criteria on LU-65 Parks/Public Open Space. This designation has been <br /> applied to existing parks, golf courses, and publicly owned open space areas. <br /> • Locational Criteria on page LU-66 Waterfront Commercial. This designation is applied <br /> to limited portions of the Everett shoreline which have a unique shoreline character and <br />
