special regulation listed in parentheses in an earlier page of the table is also listed on a later page
of the table. In such instances, you must find the number corresponding to the special regulation
on an earlier page.
C. Overlay Zone. Some properties are also located in an area in which an overlay zone exists,
which will be indicated on the zone map with one of the symbols shown below, attached as a
suffix to the use zone. An overlay zone is a secondary zone which applies additional regulations
or special review procedures, and which cannot be established without being attached to one of
the use zones. The following zones are overlay zones:
C (clinic)
O (office)
C-O (clinic-office)
D (design)
H (historic)
P-D (planned development)
PRD (planned residential development)
FWD (floodway district)
UFFD (urban flood fringe district)
RFFD (rural flood fringe district)
I (institutional)
S (shoreline district)
If the property you are interested in is included within one of the above-listed overlay zones, you
should read the corresponding section in this title which pertains to that overlay zone.
SECTION 7: Ordinance No. 1671-89, as amended, (EMC 19.3.040), which reads in part as
follows:
Development standards table.
A. Format. The format used for graphically displaying the various development standards
which apply in the various use zones (not including the overlay zones) is a matrix format called
the development standards table, contained in Chapter 6. It is the intention of the development
standards table to indicate the various development standards that apply in each use zone, except
the off-street parking standards. To see how many parking spaces are required for a specific use,
go to Table No. 34-1 in Chapter 34. For the B-3 zone, the parking requirements are listed in
Chapter 22.
B. Development Standards. After finding that a use is permitted in a specific zone, go to the
development standards table in Chapter 6. This chart specifies a variety of development
standards that apply to each zone, such as minimum lot area, minimum setbacks, maximum
building height, sign category and landscape category. This table may include special regulations
that are indicated by a number inside of parentheses within a box or cell on the development
standards table. The special regulation corresponding to the number is listed on the page or pages
following the chart.
C. The B-3, M-1, and M-M zones have additional regulations that are not specified in the use
tables or the development standards table. These can be found in Chapters 22, 27 and 28,
respectively, of this title.
D. The regulations for the P (public park) and the WRM (watershed resource management)
zones are contained in Chapters 33A and 30A, respectively.
