� <br />Ted Budden <br />L� <br />From: Ted Budden <br />Sent: Monday, February 03, 2014 2:48 PM <br />To: Cynthia Keirsey <br />Cc: Kevin Fagerstrom; Tony Lee <br />Subject: 7333 Beverly Lane # 103 (Moisture intrusion concerns) <br />Cindy, <br />I have prepared a brief summary of my observations during the inspection conducted 1/31/2014 at 7333 Beverly Lane <br />Everett WA. <br />The 3 story structure consists of 24 Apartment units. Occupants of the apartment have complained (as you know) of <br />excessive moisture within the dwellings. <br />Here are my findings: <br />1. I observed moisture infiltration of the exterior walls and some evidence of moisture at the sill/sole plate of the <br />exterior walls. Corrosion of inetal fasteners at the base of exterior walls. Mold growth, etc. These observations were <br />located at a ground floor apartment (#103), where we had been requested to look into the moisture concerns. <br />2. During the inspection we were escorted throughout the common areas of the building to assess the source of the <br />moisture concerns. <br />I have determined that the primary source of the moisture intrusion is coming from a failing roofing system. The failure <br />of the roofing system is significant. <br />I observed roofing leaks throughout the common area. Some of these leaks included water actively flowing from <br />behind the horizontal cedar siding. <br />I observed tannic acid stains that are caused from water saturating the cedar siding and then drying on the surface of <br />the siding. These stains are located throughout the exterior surface of the building. <br />I also observed excessive moisture on the inside surfaces of nearly all the windows I was able to view from the exterior. <br />I observed deteriorated built up roofing materials that are used for gutters on this structure and for portions of the <br />primary roof area. <br />3. The roofing system on this building is failing... "has failed". This deterioration of the structure is defined as an "Unsafe <br />condition" as per section 304.1.1 (8) of the International Property Maintenance Code. <br />The damaged, deteriorated, and failing roofing system have caused conditions consistent with an " Unsafe Structure" as <br />per section 108.1.1 of the International Property Maintenance Code. <br />I strongly encourage and support enforcement action to bring this "Unsafe Structure" into compliance. <br />Regards <br />Ted Budden <br />Chief Inspector <br />Everett Building Division <br />
