Meg Haley
From:
Sent:
To:
Cc:
Subject:
RE: 7333 Beverly Lane
Code Enforcement: CE14-0044
Owner: Gary Graber

Meg Haley
Monday, June 09, 2014 10:02 AM
Ted Budden
Paul McKee; Tony Lee
7333 Beverly Lane permit status
RE: 7333 Beverly Lane
Code Enforcement case: CE14-0044
•
Ted,
Mr. Graber is resisting my recommendation and a subcontractor's recommendation that they get a general contractor to
submit the permit on his behalf. I have met with the owner several times at the counter over a period of several months
to explain the permit requirements, and he has brought separately his wife, his son, and his resident manager to the
counter. Each time they agree that they understand the requirements for permit, but they have yet to submit an
application.
• The roofing permit submittal requires a roof section, showing insulation in the cavity (minimum R3.0 batt to fill
roof ceiling cavity per the WSEC C101.4.2 (Exception 5) since the roofing will be replaced, exposing the
sheathing. Venting and a baffle detail will also be required for permit. In addition, an aerial of the roof is all that
is required, with the weight of the roofing and an RCW 64.55 worksheet.
I was contacted a couple weeks ago by Steve Johnson, S&S Roofing, whose company was the successful bidder
to fix the roof for Mr. Graber and obtain the permit. I met with S&S Roofing on 5/30 at Permit Services, and
emphasized that the building was at risk if the roofing permit was not submitted for work this summer. This is
what has happened since then:
o In the bid process, S&S Roofing was not made aware of the permit issues which require insulation, which
their license does not cover, and subsequently have attempted to convince the owner to get a general
contractor to submit a permit.
o They are withdrawing from obtaining a permit for the project.
o Mr. Johnson tried to communicate the situation to Mr. Graber in a subsequent meeting, but felt that he
was not getting through to Mr. Graber. Mr. Johnson called me last week and left a voicemail: "Gary
seems to be a little confused, and [I think] he needs some help there from the family...or whatever, I
don't know where this is."
o Steve Johnson's cell number is 425-238-9732, and I called him to thank him for letting me know the
situation.
Meg
b•'[.', -iclE', t-,CCiIlP.,Ci -ii7Vi..- !. - _ .rs _ ..:7.5 , < IC 't. x?.i'\ Ec -.. ! .. .., v> 3 :-.
Cij f3f t:L'tif'i ; uu' "<'?f { ,-.-d ?r ril Cit :..;-1 '?,:._ 11118eVeVefEttWO.{?OV
