I have met with the owner several times at the counter over a period of several months <br />to explain the permit requirements, and he has brought separately his wife, his son, and his resident manager to the <br />counter. Each time they agree that they understand the requirements for permit, but they have yet to submit an <br />application. <br />• The roofing permit submittal requires a roof section, showing insulation in the cavity (minimum R3.0 batt to fill <br />roof ceiling cavity per the WSEC C101.4.2 (Exception 5) since the roofing will be replaced, exposing the <br />sheathing. Venting and a baffle detail will also be required for permit. In addition, an aerial of the roof is all that <br />is required, with the weight of the roofing and an RCW 64.55 worksheet. <br />I was contacted a couple weeks ago by Steve Johnson, S&S Roofing, whose company was the successful bidder <br />to fix the roof for Mr. Graber and obtain the permit. I met with S&S Roofing on 5/30 at Permit Services, and <br />emphasized that the building was at risk if the roofing permit was not submitted for work this summer. This is <br />what has happened since then: <br />o In the bid process, S&S Roofing was not made aware of the permit issues which require insulation, which <br />their license does not cover, and subsequently have attempted to convince the owner to get a general <br />contractor to submit a permit. <br />o They are withdrawing from obtaining a permit for the project. <br />o Mr. Johnson tried to communicate the situation to Mr. Graber in a subsequent meeting, but felt that he <br />was not getting through to Mr. Graber.
