For the hearing related to Code Enforcement <br />case #CE13-0251. <br />On July 15Y 2013 an electrical and building safety assessment inspection was performed at 7717 Cascade Dr. Everett WA. <br />The purpose of the inspection was to determine the extent of the life safety hazards and code violations present within <br />this structure. The following is a brief summary that outlines the MAIN OBSERVABLE life safety concerns. <br />This is not a comprehensive compilation of all the building, plumbing, mechanical, and electrical violations that exist <br />within the structure. Removal of drywall and finish materials will be required along with the code required permits and <br />inspections that would be part of the normal process of addressing the code violations and construction installations <br />within all buildings that are within our area of responsibility as Code Officials. <br />1. An extensive amount of electrical wiring has been installed in this building without required permits and inspection <br />approval. Many non code compliant items were observed throughout the building. The wiring system within this <br />building is Unsafe as defined by IPMC section 108.1.2 "Unsafe Equipment." These electrical conditions present a fire and <br />electrocution hazard to the occupants of this building. <br />2. Alterations without required permits and approvals have been performed throughout this building to the Plumbing, <br />Mechanical, and Building components. <br />Many unsafe and unlawful conditions were observed including an open and uncapped plumbing/sewer system that can <br />allow sewer gas and sewage to enter the building. The gas fired heating and hot water appliances have been modified <br />and enclosed in a manner that cuts off the required combustion air to these appliances and cause an unsafe condition <br />that can cause carbon monoxide to be discharged into the building. Additionally, open uncapped and therefore <br />unprotected natural gas piping was observed within the building this condition presents an explosion and fire hazard <br />within the building. <br />3. Walls and other building components have been added without required permits and approvals within this building <br />some of these components have created rooms that lack required light, ventilation, and egress as required by adopted <br />codes. These alterations have created unsafe conditions as defined by the IPMC. <br />In summary this building has a multitude of code violations and life safety hazards. It is my recommendation that the <br />building be condemned as outlined by the IPMC and not re-occupied until approved by this office. <br />Regards. <br />Ted Budden <br />Chief Inspector <br />Everett Building Division <br />
