14- The City of Everett, Snohomish County and the Everett Public <br /> Facilities District are in the process of spending approximately $300 <br /> million of public funds on significant improvements to the Everett <br /> downtown; and <br /> 15- These improvements include the reconstruction of Hewitt <br /> Avenue from Broadway to Rucker Avenue, including new water and <br /> sewer service, streets, sidewalks and transit facilities, and other <br /> franchised utilities; and <br /> 16- Redevelopment of Hewitt Avenue has incorporated the historic <br /> character of Hewitt Avenue through street lighting, transit stops, <br /> public street clocks, and brass inlayed street names in the <br /> sidewalks all designed to foster the historic character of the street; <br /> and <br /> 17- The Everett Public Facilities District and the City of Everett are <br /> constructing a multi-million dollar special events and conference <br /> center capable of accommodating minor league and amateur <br /> sports, concerts, conferences trade shows, and flat floor shows in <br /> downtown Everett; and <br /> 18- Snohomish County is constructing a $170 million upgrade of the <br /> County Campus complex; and <br /> 19- It is intended and expected that these public improvements will <br /> attract private commercial and residential development into the <br /> Everett downtown area; and <br /> 20- New high quality private commercial and residential <br /> development in Everett's core area is deemed highly desirable by <br /> the City and has been identified in the objectives and policies of the <br /> City's Comprehensive Plan; and <br /> 21- Broadway, Everett Avenue and Pacific Avenue and their <br /> interchanges with I-5 constitute the gateway to downtown Everett <br /> and the Everett Station area; and <br /> 3 <br />
