WHEREAS, the City Council finds that the proposed amendments to the Comprehensive <br /> Plan, which the Planning Commission has recommended for approval, are consistent with <br /> the criteria for revisions to the Comprehensive Plan policies as follows: <br /> 1. The proposed changes are consistent with other existing Comprehensive Plan <br /> policies. <br /> • Commercial Land Use Policies: <br /> 1.2.2. Discourage speculative rezoning and require proposed new commercial <br /> designations to be based upon a binding plan that integrates well with and improves <br /> the surrounding commercial and adjoining neighborhoods. <br /> 1.2.6. (d) Waterfront Commercial: Water-oriented districts which create or <br /> reinforce a distinct character associated with the shoreline location, and which <br /> combine commercial activities with recreational activities or promote a high level of <br /> public contact with Everett's shoreline. <br /> • Industrial Land Use Policies: <br /> 1.3.1. Identify which industrial areas should remain designated for industrial <br /> development and determine where currently designated industrial lands should be <br /> designated for other uses, while promoting compatibility between industrial uses <br /> and more sensitive land uses. <br /> • Multiple Family Housing Policies: <br /> 1.7.1. The City shall encourage multiple family development and redevelopment <br /> in downtown, in mixed-use commercial centers, and near major employment areas. <br /> • Economic Development: <br /> 5.3.6. Promote residential densities and development standards in areas where <br /> residential growth is desired that warrant redevelopment investment and allow a <br /> wide range of suitable uses for areas with redevelopment potential. <br /> 5.3.8. Utilize design standards and development incentives to retain Everett's <br /> historic image and encourage pedestrian-oriented activity centers. Develop plans <br /> and Urban Design Criteria for redevelopment areas with mixed use potential. <br /> 5.4.2. Work with the Port to develop tourism activities. <br /> 3 <br />
