The proposed change in policy promotes a more desirable growth pattern for the <br /> community as a whole; and <br /> The proposed map amendment will promote a more desirable growth pattern by <br /> helping to increase public access to and enjoyment of the waterfront area. The <br /> interest in increased public access to the City's shorelines is well documented in the <br /> Shoreline Public Access Plan, adopted in the spring of 2003; and <br /> WHEREAS, the City Council finds that the proposed amendments to the <br /> Comprehensive Plan which the Planning Commission has recommended for approval <br /> promote the best long-term interests of the Everett community. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1.
