Initially,Astound will focus on providing services including telecommunications,high-speed Internet <br /> access, data transport and dark fiber leasing,to business customers. <br /> Federal law allows cities to negotiate the terms of franchises, but does not allow cities to refuse to authorize a <br /> franchise. Authorization of the franchise will provide additional telecommunication services in Everett. <br /> Astound,the City Attorney's Office,Permit Services, and Information Technology staff negotiated the <br /> proposed franchise. This franchise is substantially similar to the telecommunications franchise granted to the <br /> Zayo Group, LLC in November 2012,Noel Communications in 2014, and Mobilitie Investments in 2015. <br /> RECOMMENDATION: (Exact action requested of Council): <br /> Adopt an Ordinance Granting a Telecommunications Franchise to Astound Broadband,LLC d/b/a Wave. <br /> 13 <br />
