CITY <br /> i• <br /> INTERLOCAL AGREEMENT <br /> FOR THE SMITH ISLAND RESTORATION PROJECT <br /> BY AND BETWEEN <br /> SNOHOMISH COUNTY AND THE CITY OF EVERETT <br /> THIS AGREEMENT is entered into this <=24 day of !- , 2016, by <br /> and between the CITY OF EVERETT (hereinafter the"City") . d 'NOHOMISH COUNTY <br /> (hereinafter the"County") pursuant to the RCW 39.34. <br /> WHEREAS, RCW 39.34(Interlocal Cooperation Act)permits local governments to <br /> make the most efficient use of their powers by enabling them to cooperate with other <br /> localities on a basis of mutual advantage, and thereby provide facilities that meet the needs of <br /> local communities; and <br /> WHEREAS, the County is in the process of undertaking a large scale wetland <br /> restoration project, commonly known as the Smith Island Restoration Project(the"Smith <br /> Island Project"), which, as described below, will restore approximately 400 acres of <br /> estuarine/intertidal wetlands in the Snohomish River Estuary, as part of a basin-wide effort to <br /> recover endangered Chinook salmon and other salmonid species in the Snohomish River <br /> Basin; and <br /> WHEREAS, the approximate location of the Smith Island Project is shown on the <br /> diagram map attached to this Agreement as Exhibit A; and <br /> WHEREAS, as shown in Exhibit A, the County owns the majority of the Smith Island <br /> Project site(the majority area, henceforth referred to as "Smith Island-County"), and City <br /> owns property on the south end of the Smith Island Project site(henceforth referred to as <br /> "Smith Island-City"); and <br /> WHEREAS, the County is responsible for the wetland restoration on the Smith <br /> Island-County area primarily for the purpose of habitat uplift; and <br /> WHEREAS, the City is responsible for the wetland restoration on the Smith Island- <br /> City area primarily for the purpose of aquatic habitat mitigation; and <br /> INTERLOCAL AGREEMENT FOR <br /> IMPLEMENTATION OF THE SMITH ISLAND RESTORATION PROJECT PAGE 1 <br />
