a t: <br /> 2.6 Public Outreach—The County will support the City on public outreach efforts, <br /> including but not limited to the following by way of illustration: <br /> • Attend City meetings to promote the Smith Island Project <br /> • Represent the County in such meetings as partner on the Smith Island <br /> Project <br /> 2.7 Access—Should easements be needed for access to County property, and such <br /> access is not possible via City or County property, the County will obtain all <br /> such easements and associated agreements. <br /> 2.8 Construction— <br /> 2.8.1 Shared Work—The County shall construct the Shared Work with <br /> County contractors. For the purposes of clarity, the City and County <br /> agree that the County is responsible for the construction of the Dike <br /> Connection in the Smith Island-City area. The County will include the <br /> Dike Connection in the County's bid package with the County's <br /> setback dike construction. <br /> 2.8.2 Breach and Related Work—The County shall construct the Breach and <br /> Related Work of the Smith Island-County property. The parties intend <br /> that the County will construct the Breach and Related Work in Smith <br /> Island-City area with County contractors. The City and County agree <br /> that County will construct such work on behalf of the City, subject to <br /> reimbursement and other matters in Exhibit C and also subject to an <br /> additional amendment to this Agreement or separate agreement in <br /> accordance with Section 2.10 below. <br /> 2.8.2.1 Breach Coordination—The parties agree that neither party nor <br /> its contractors will breach a dike without the prior approval of <br /> the other party; it is the intent of the City to obtain all permits <br /> for Breach and Related Work in Smith Island-City area no later <br /> than the first quarter of 2017. The purpose of this is to avoid <br /> breaches occurring in an uncoordinated manner or prior to <br /> completion of breach preparations and interior channels. <br /> 2.8.3 City Materials— If offered by the City, the County may at its <br /> discretion elect to receive materials from the City as in-kind <br /> contribution towards the City's share of the cost for Shared <br /> Work or as part of the City's reimbursement for County <br /> construction of Breach and Related Work in Smith Island-City <br /> area. Such materials shall be valued at the City's cost of <br /> obtaining such materials or as otherwise agreed in writing by <br /> the parties. <br /> 2.9 Other Permit Requirements for Monitoring—The County is not responsible for <br /> additional monitoring or maintenance that may be required of the City or other <br /> party, public or private, for wetland requirements of other permits that are not a <br /> INTERLOCAL AGREEMENT FOR <br /> IMPLEMENTATION OF THE SMITH ISLAND RESTORATION PROJECT PAGE 6 <br />
