Here are my observations. <br /> The stairway and walkway system located at the south east corner of the building have been neglected and have <br /> deteriorated to the point that the structure does not provide safe and adequate egress.This includes the stairway itself, <br /> the handrail and guardrail system and the walking surfaces. <br /> A building permit to repair or replace the structure is required. I inspected the back stairs at the apartment <br /> complex that lead to the parking in the alley.The stairway system is very weathered and has some deteriorated <br /> portions. I was specifically concerned about the top of the treads that meet with the landing. No post is supporting this <br /> portion of the stair system.The treads have holes,the railing is loose and becoming detached and an intermediate rail is <br /> missing. A length of siding near the upper landing to the stairs is cupped and detaching from the building. Could you <br /> please check this out and let me know if you think repairs are in order or a new stairway system. I also need to know if <br /> permits will be required for the fix.
