Here are my observations. The stairway and walkway system located at the south east corner of the building have been neglected and have deteriorated to the point that the structure does not provide safe and adequate egress.This includes the stairway itself, the handrail and guardrail system and the walking surfaces. A building permit to repair or replace the structure is required. Plans showing how this is to be accomplished should accompany the permit submittal. The structure is currently in violation of IPMC section 108. Regards. Ted Budden From: Cynthia Keirsey Sent: Thursday, September 26, 2013 2:47 PM To: Ted Budden; Jeff Heilman; Tony Lee Subject: Stairs by the alley at Hoyt Avenue Apartments Folks, I received a complaint about 3327 Hoyt Avenue, Hoyt Avenue Apartments. I inspected the back stairs at the apartment complex that lead to the parking in the alley.The stairway system is very weathered and has some deteriorated portions. I was specifically concerned about the top of the treads that meet with the landing. No post is supporting this portion of the stair system.The treads have holes,the railing is loose and becoming detached and an intermediate rail is missing. A length of siding near the upper landing to the stairs is cupped and detaching from the building. Could you please check this out and let me know if you think repairs are in order or a new stairway system. I also need to know if permits will be required for the fix.
