� <br />REVISED <br />Review Process II #10-003 <br />Everett Community College <br />Comprehensive Design Sign Plan <br />June 13, 2014 <br />• <br />The following approval is hereby revised to include an additional freestanding sign to be placed four <br />feet from the sidewalk at the northwest corner of 10th Street and North Broadway on the city right-of- <br />way. The sign is an internally i/luminated monument sign up to 7'3" high and 22' wide. The sign <br />totals approximately 120 square feet with 30 square feet of signage. The sign must match the <br />proposed design submitted on April 22, 2014 and avoid all utilities in the area. This revision also <br />eliminates the brick base required for the electronic readerboard sign on North Broadway. <br />The City of Everett Planning Department has received an application for a Comprehensive Design <br />Signage Plan from Everett Community College (ECC) located at 2000 Tower Street, Everett, WA <br />98201. The college is requesting Planning Director approval to implement a comprehensive <br />signage program including the following signs: <br />• Electronic Readerboard Sign (1) <br />• Campus ID Signs (3) <br />• Primary Vehicular Directional Signs (3) <br />• Secondary Vehicular Directional Signs (3) <br />• Primary Parking Lot ID Signs (3) <br />� Secondary Parking Lot ID Signs (12) <br />• Parking Lot ID, Light Post Mounted Signs (14) <br />Background <br />Essential Public Facilitv <br />Everett Community College is identified as an essential public facility in the City's Comprehensive <br />Plan. On August 20, 2008 the Everett City Council adopted Ordinance 3089-08, adding an <br />Institutional Overlay Zone to the area east of North Broadway, west of Broadway and south of the <br />existing campus. The subject ordinance allows ECC to expand classrooms, parking lots, and <br />support facilities in order to meet projected student population growth (FTE's) through 2015 and <br />beyond. <br />Phase II Master Plan Improvements <br />The expanded area of the Institutional Overlay Zone as approved by the Everett City Council on <br />August 20, 2008 includes the following Phase II Master Plan improvements: <br />• Construction of the Undergraduate Education Center <br />• Realignment of campus drive and associated utilities along Whittier Elementary School <br />boundary <br />• Construction of surface parking on Pilchuck and Glacier Halls site <br />• Renovation and expansion to Early Learning Center on the existing campus <br />� Reconfiguration and expansion of surFace parking at Early Learning Center and <br />construction of cul-de-sac along Waverly Avenue south of 8th Avenue (pending City <br />Council review and approval) <br />
