At the appointed time, all bids will be opened and publicly <br /> read aloud in the 8th floor hearing room at the Wall Street Building. No Bidder <br /> may withdraw his Bid after the hour set for the opening thereof. The City further reserves the right to make the <br /> bid award as deemed in the best interest of the City.
