October 5, 2016
AGREEMENT AMENDED — DESIGN OF SERVICE CENTER
REDEVELOPMENT PROJECT
Moved by Council Member Bader, seconded by Council Member
Moore, to authorize the Mayor to sign Amendment No. 1 to the
Professional Services Agreement with the DLR Group for the design
of the Service Center Redevelopment Project in the amount of
$2,003,747.00.
Council Member Tuohy inquired if jurisdictions that also buy the .City's
water are contributing to the project in any way.
Matt Welborn, Public Works, stated that wholesalers will pay a small
portion toward this project, and he would report back to Council with a
percentage.
Discussion ensued about the importance of utilizing the gateway corridor
location for the proposed redevelopment, which could preclude future
options such as transit expansion.
Council Member Moore suggested the proposed location site is not short-
sighted, and that other avenues were pursued during Budget
Subcommittee discussions.
Council Member Roberts suggested a closer review of the scope of work
outlined in Amendment No. 1.
Moved by Council Member Moore, seconded by Council Member
Roberts, to table this item to allow additional time for the Council
President to work with Administration and council members to
determine an appropriate date for future Council consideration.
Council Member Roberts also stated it is important that jurisdictional
questions come back as a matter of the contract.
Charlene Rawson, Everett, expressed concern regarding a future
assessment coming before voters to help pay for the project, and asked
council members to communicate with citizens before an increase is
proposed.
318
