ORDINANCE NO. 2724-03 <br /> AN ORDINANCE establishing an interim parking regulation providing public school parking <br /> zone for Everett High School students and faculty, a parking permit system for the school zone, <br /> and adding a new Chapter to Title 46 of the Everett Municipal Code. <br /> Whereas, the City Council is aware that traffic congestion on the south side of 25th Street <br /> between Hoyt Avenue and the alley west of Wetmore Avenue and the west and east sides of the <br /> 2500 and 2600 block of Colby (hereinafter referred to as the "affected areas") results from <br /> students and faculty of Everett High School occupying on-street parking spaces; and <br /> Whereas, the City Council recognizes that the affected areas are inundated with school traffic <br /> because of the close proximity of Everett High School to the businesses in that area; and <br /> Whereas, the City Council acknowledges that certain establishments in the affected areas <br /> conduct a significant volume of morning business; and <br /> Whereas, the City Council recognizes that current parking regulations fall short of adequately <br /> resolving the morning congestion caused by the occupancy of on-street parking spaces by <br /> Everett High School students and faculty within the affected areas; and <br /> Whereas, the City Council recognizes the need for a designated parking area for students and <br /> faculty of Everett High School; and <br /> Whereas, the City Council recognizes the need to have available, convenient parking spaces for <br /> patrons of businesses in the affected areas to encourage the growth and development of these <br /> Everett businesses; and <br /> Whereas, Everett High School plans on providing additional off-street parking for its students <br /> and faculty within the next few years and the City Council finds that the City can assist Everett <br /> High School along with its neighboring businesses by providing additional on-street parking for <br /> the affected students and faculty on an interim basis in accordance with the provisions of this <br /> ordinance; <br /> NOW THEREFORE THE CITY OF EVERETT DOES ORDAIN: <br /> Section l: Rules and Regulations: The Everett Municipal Court, the City Clerk, the Traffic <br /> Engineer, and the Everett High School administration are authorized to promulgate rules and <br /> regulations, including enforcement, necessary to administer the issuance of permits per this <br /> ordinance. <br />
