Jane, we are also meeting with Paine Field and Reid <br /> Middleton, our consultant, at the airport office on Thursday from 10:30—11:30. We would love to have you join us and <br /> I'll send you the meeting notice if you are available. <br /> To begin,the attached file shows the areas that we have plans to pave: <br /> 1) The first project,the static Test facility, is within the City limits of Everett. It is an airplane hangar and <br /> ramp. The total area is 6.61 acres. A portion of the area is currently a parking lot with the balance mainly <br /> grass. The area is shown as impervious area in our Master Plan and we believe that there was a drainage plan in <br /> place so area may likely be considered vested. <br /> 2) The second area is an office building and parking lots at the Bomarc Site which is in the jurisdiction of Snohomish <br /> County. It is approximately 12.66 acres of addition impervious surface. Per discussion with the airport, it is <br /> vested for detention, but will require treatment. <br /> Issues: <br /> • Both areas drain to Paine Field's Alpha Pond. Even though both areas are thought to be vested in terms of <br /> stormwater detention,the Alpha Pond will likely need to be modified in order to detain the flow for both <br /> projects. <br /> • Just a little history, as part of the 1991 EIS, Boeing paid to resize the Alpha Pond which is owned by Paine Field to <br /> accommodate the entire Flightline Expansion including the area we are now planning to develop. We assume <br /> that there was a drainage plan in place at the time, but we need to have our consultants verify that. <br /> • That being said,somewhere along the way, Paine Field may have changed the drainage plan for their site,to <br /> include additional airport area and they may have removed our undeveloped Flightline area from the <br /> calculations for the Alpha Pond. <br /> • To complicate matters even more, if the Alpha Pond needs to be modified, it may or may not be considered a <br /> wetland. It is currently not classified as such by Ecology or on County records, but there seems to be some <br /> confusion about it because it was built as a "constructed wetland"to function as a pond. Attached is an email <br /> with a letter from the Corps of Engineers that considered it a "constructed wetland" as well as a more recent <br /> delineation by URS that calls it a wetland. <br /> Jane, if the stormwater will be detained in Paine Field's Alpha Pond, our question for you is what will your involvement <br /> be in the review process?
