DTECHNOl001Es <br /> PLANNING • PERMITTING • ENGINEERING <br /> MAKING AWAY'OUT OF"NO WAY" <br /> Date: 13 August 2015 <br /> To: City of Everett <br /> Public Works <br /> 3200 Cedar St <br /> Everett, WA 98201 <br /> Project Number: 12-005 <br /> Project Name: 115 Meridian Jacobsen Short Plat <br /> Project Site Address: 13 115th St SE, Everett, WA 98208 <br /> Regarding: Bio-cell Status and Compliance Report for Lot-1 <br /> Purpose <br /> This letter report is to provide engineering certification that the as-built stormwater management <br /> bio-cell (rain garden) as installed for Lot-1 (parcel ID 00573600002503) of the short plat <br /> provisionally complies with the design specifications per the project's construction plans and the <br /> stormwater management plan. <br /> As-built Assessment <br /> Merle Ash of Land Technologies visited the site on multiple occasions for monitoring, <br /> documenting, and consultation with contractor for installation of the bio-cells. The <br /> documentation consisted of a photographic record of the construction, including excavation, <br /> installation of the flow control piping, rock-bed, amended soils, and pond formation. The <br /> contractor also measured the bottom areas for Mr. Ash, noting that all cells will exceed 400 <br /> square feet (sf) with the exception of Lot-2, which was smaller due to the presence of the power <br /> and phone pedestals and the that average for the site will readily exceed the 400 sf minimum <br /> bottom area. <br /> The amended soil blend was the Ferti-mulch product prepared by the Thomas Family Farm, <br /> (Topsoil's Northwest Inc.) on Marsh Rd in Snohomish, Washington, which is made of a high <br /> quality compost produced from manures and bedding materials and is cured for at least one <br /> year. Land Technologies has experience with this product and facility and consider it one of the <br /> better products for use in bio-cell construction. It is a consistent product the meets the DOE <br /> permeability and organic content requirements. <br /> A photo of the completed cell with landscaping and hydro-seed is provided for the record. <br /> Although the photo is of poor quality, it appears to show the correct formation and level bottom <br /> area along with perimeter landscaping and hydro-seed. <br /> 18820 3rd Ave NE - Arlington, WA. 98223 (360) 652-9727 Fax (360) 652-5374 Q)D2- <br />
