October 12, 2016 <br /> JOB COMPLETE — EVERGREEN WAY PEDESTRIAN WALKWAY <br /> PROJECT <br /> To accept the Evergreen Way Pedestrian Walkway Project as <br /> complete and authorize the Mayor to sign the Certificate of <br /> Completion with Kamins Construction allowing the release of the <br /> retainage bond. <br /> Roll was called with all council members voting yes, except Council <br /> Member Roberts who was excused. <br /> Motion carried. <br /> PUBLIC HEARING — COUNCIL BILL 1609-38: <br /> President Murphy opened a public hearing regarding Council Bill No. <br /> 1609-38, a proposed ordinance pertaining to the State Environmental <br /> Policy Act Categorical Exemption Thresholds for Minor New Construction, <br /> amending Ordinance No's 2534-01, 1348-87 and 3272-1 (EMC Chapter <br /> 20.04), as amended, and including a Special Public Notice Procedure <br /> amending Ordinance No's. 3185-10 and 2530-01 (EMC Chapter 15.24), <br /> as amended. <br /> Council Member Franklin stated that as CEO for Cocoon House, the <br /> proposed legislation may impact a potential Cocoon house development. <br /> After discussing and reviewing with the city attorney, this SEPA <br /> amendment applies to the city as a whole and was made independent of <br /> any possible impacts on Cocoon House or any other specific projects, so <br /> there is no conflict of interest to prevent her from voting. <br /> President Murphy invited public comment. <br /> Angie Sievers, Master Builders Association, encouraged adoption of the <br /> highest level of flexible thresholds for minor new construction. <br /> 324 <br />
