June 18, 2014 <br /> Roll was called with all council members voting yes except Council <br /> Member Gipson who was excused. <br /> Motion carried. <br /> PUBLIC HEARING: <br /> Council President Moore opened a public hearing regarding Council Bill <br /> Nos. 1405-23, 1405-24, 1405-25, 1405-26, 1405-27, 1405-28, 1405-29, <br /> 1405-30 and 1405-31. <br /> Council President Moore invited public comment. <br /> Judy Tuohy, Everett, spoke regarding the proposed increase in the city's <br /> utility taxes. She urged the city council not to vote to automatically <br /> increase the rates in 2016 and 2017. She also expressed concern <br /> regarding the proposed two-tier renewal fee for business licenses. <br /> Shaun Nasin, Everett, spoke in opposition to the proposed fees for the <br /> renewal of business licenses. <br /> Lynn Eshleman, Bothell, questioned various aspects of the proposed <br /> ordinance revising traffic mitigation fees — the elimination of the "vesting" <br /> portion of the ordinance, the timing of payment for the fees, and the <br /> effective date. <br /> Ryan Sass, Public Works, responded to Ms. Eshleman's concerns. <br /> Allan Giffen, Planning, noted that additions have been made to the <br /> proposed ordinance establishing a new fee schedule for land use <br /> applications, permits, review processes and related services. He <br /> recommended that the maker of the motion add the verbiage "with the <br /> inclusion of the ordinance that was emailed to the city council as of <br /> yesterday." <br /> Moved by Council Member Murphy, seconded by Council Member <br /> Roberts, to close the public hearing. <br /> 167 <br />
