ORDINANCE NO. _ 3070-08 <br /> AN ORDINANCE relating to uniform requirements for users of the Publicly Owned <br /> Treatment Works (POTW) for the City of Everett, repealing and replacing Ordinance <br /> 2034-95 (Chapter 14.40 EMC), as previously amended by Ordinance 2247-97 (Chapter <br /> 14.40 EMC)which may be referred to as the"Pretreatment Ordinance". <br /> WHEREAS, the Everett City Council deems it necessary to set forth uniform requirements for <br /> users of the POTW in order to comply with all applicable State and Federal laws and regulations; <br /> and <br /> WHEREAS, the City's wastewater pretreatment regulations, codified at Chapter EMC 14.40, <br /> were last amended in 1997 and are no longer consistent with federal regulations, including the <br /> Pretreatment Streamlining Regulation that modified 40 CFR Sections 9, 122 and 403 in October <br /> 2005; and <br /> WHEREAS, Washington State's Department of Ecology and the United States Environmental <br /> Protection Agency have reviewed and approved the requirements for users of the POTW <br /> contained in this Ordinance <br /> NOW, THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1 - GENERAL PROVISIONS <br /> 1.1 Purpose and Policy <br /> This ordinance sets forth uniform requirements for users of the Publicly Owned <br /> Treatment Works (POTW) for the City of Everett, and enables the City to comply with all <br /> applicable State and Federal laws, including the Clean Water Act (33 USC 1251 et seq.) <br /> and the General Pretreatment Regulations (40 CFR Part 403). The objectives of this <br /> ordinance are: <br /> A. To prevent the introduction of pollutants into the POTW that will interfere with <br /> the operation of the POTW; <br /> 1 <br />
