ORDINANCE NO. 3071-08 <br /> AN ORDINANCE relating to uniform requirements for users of the Publicly Owned <br /> Treatment Works (POTW) for the City of Everett, adding a new chapter to Everett <br /> Municipal Code Title 14, Water and Sewers, and repealing section 2.8 B. of Ordinance <br /> 2034-95 (EMC 14.40.120) as amended by Ordinance 2247-97, section 2 (EMC <br /> 14.40.120) which may be referred to as the"Grease Control Ordinance". <br /> WHEREAS, the City of Everett City Council deems it necessary to set forth uniform <br /> requirements for certain users of the POTW as identified herein in order to comply with all <br /> applicable State and Federal laws and regulations and prevent sanitary sewer and combined <br /> sewer overflows; and <br /> WHEREAS, the City's wastewater pretreatment regulations relating to dischargers of wastewater <br /> containing fats, oils and greases were last amended in 1997 and are no longer consistent with <br /> federal regulations; and <br /> WHEREAS, Washington State's Department of Ecology and the United States Environmental <br /> Protection Agency have reviewed and approved the requirements for dischargers of fats, oils and <br /> greases contained in this Ordinance; <br /> NOW, THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1 - GENERAL PROVISIONS <br /> 1.1 Purpose and Policy <br /> This ordinance sets forth uniform requirements for Food Service Establishments (FSEs) <br /> and Non-FSE FOG Dischargers (NFDs), collectively Fats, Oils and Greases (FOG) <br /> dischargers, that discharge wastewater to the City of Everett Publicly Owned Treatment <br /> Works (POTW). The objectives of this ordinance are: <br /> A. To prevent the introduction of pollutants into the POTW by FOG dischargers that <br /> will interfere with the operation of the POTW; <br /> B. To prevent the introduction of pollutants into the POTW by FOG dischargers that <br /> will cause Combined Sewer Overflows (CSOs) or Sanitary Sewer Overflows <br /> (SSOs); <br /> C. To protect the environment from pollution caused by CSOs and SSOs; <br /> 1 <br />
