,:/%c=a- <br /> ZETT <br /> ORDINANCE NO. 107 2-0A <br /> An Ordinance Amending Ordinance No. 1671-89, as amended (EMC Title 19, the Zoning <br /> Code); Ordinance No. 1847-92, as amended; Ordinance No. 3002-07; <br /> Ordinance No. 2307-98; Ordinance No. 2345-98; and Ordinance No. 2657-02 <br /> Related to Core Residential Area Development and Design Standards <br /> WHEREAS, the Housing Element of the Comprehensive Plan includes strategies to encourage <br /> high quality residential development in areas around the downtown, including possible <br /> amendments to the zoning code, such as reducing allowed building heights, allowing unlimited <br /> densities, and adopting design standards and guidelines more compatible with the north Everett <br /> lot pattern and existing neighborhoods; and <br /> WHEREAS, the City hired MAKERS to develop detailed design standards for the Core <br /> Residential area; and a public survey was taken, presentations were made to neighborhood <br /> groups, and public workshops were held on July 18, 2006, October 17, 2006, and March 6, 2007; <br /> and <br /> WHEREAS,proposed amendments were coordinated with proposed amendments to historic <br /> overlay zone standards; and <br /> WHEREAS, a SEPA environmental review was completed for the proposed amendments and a <br /> Determination of Non-Significance was finalized on December 6, 2007; and <br /> WHEREAS,Planning Commission public hearings were held on December 11, 2007 and <br /> February 19, 2008, and recommended approval of the amendments; and <br /> WHEREAS,the proposed revisions are consistent with the criteria for updating the Zoning text: <br /> 1. The proposed amendments are consistent with the applicable provisions of the Everett <br /> Comprehensive plan; and <br /> 2. The proposed amendments bear a substantial relation to public health, safety or welfare; <br /> and <br /> 3. The proposed amendments promote the best long term interests of the Everett <br /> Community. <br /> 1 <br />
