a. The unique characteristics of the property and/or surroundings and how they will be <br /> protected and/or enhanced by the deviation; <br /> b. The positive characteristics of the proposed development and whether such <br /> characteristics could be provided by compliance with the standards and guidelines; <br /> and <br /> c. Whether the proposed design mitigates the impacts that could be caused by deviation <br /> from the standards. <br /> Section 2. Section 3 of Ordinance No. 2547-01, which currently reads as follows: <br /> Section 3: Actions Subject to Review by the Everett Historical Commission. The following <br /> actions which require building permits shall be subject to the review of the Historical <br /> Commission. All decisions of the Historical Commission relative to building permits shall <br /> constitute recommendations to the Mayor's designee,the Planning Director. <br /> A. Construction of any new multiple family buildings, duplexes, clinics or commercial <br /> buildings; or <br /> E.
