ORDINANCE NO. 3088-08 <br /> AN ORDINANCE amending Ordinance No. 2021-94, as amended, adopting the 2007 Update to <br /> the Capital Facilities and Utilities Element of the Growth Management Comprehensive Plan for <br /> the City of Everett, as set forth in Exhibit 1 <br /> WHEREAS,the State Legislature enacted the Growth Management Act in 1990 requiring cities <br /> and counties throughout the state to adopt comprehensive plans for a twenty year planning period <br /> that includes elements addressing land use, housing, transportation, capital facilities, and <br /> utilities; and <br /> WHEREAS,the City of Everett on August 3, 1994 adopted the Everett Growth Management <br /> Comprehensive Plan, along with optional elements including urban design and historic <br /> preservation, economic development, and parks and recreation; and <br /> WHEREAS, the schedule established by the Growth Management Act in RCW 36.70A.130(4) <br /> mandates that each city in Washington take action to review and, if necessary, revise its <br /> comprehensive plan to ensure compliance with the Growth Management Act; and <br /> WHEREAS,the Growth Management Act allows for comprehensive plans to be amended on an <br /> annual basis; and <br /> WHEREAS,the City of Everett on July 27, 2005 adopted the 10-year update of Everett Growth <br /> Management Comprehensive Plan; and <br /> WHEREAS,the Growth Management Act (WAC 365-195-315) requires that the six year <br /> Capital Facilities Plans be updated biennially to ensure financial planning and evaluate <br /> concurrency; and <br /> WHEREAS, the City has established and encouraged a public participation program with <br /> additional presentations to neighborhood, business and civic groups; mailings, postings on the <br /> City's Planning and Community Development Department website; and <br /> WHEREAS,the Planning Commission has conducted public meetings and a hearing to review <br /> the Capital Facilities and Utilities Element of the comprehensive plan and to take additional <br /> public testimony; and <br /> 1 <br />
