EVERETT COMPREHENSIVE PLAN <br /> Policy 6.3.2 Promote consistency and cooperation regarding the provision of capital facilities <br /> between the City Comprehensive Plan and the plans of adjacent and affected jurisdictions <br /> including facilities required by the State of Washington. This shall take place as other <br /> jurisdictions complete their planning processes and as plans are updated. <br /> Policy 6.3.3 The City shall encourage Snohomish County's, the State of Washington's, and <br /> neighboring cities' participation in the coordination and funding of capital facilities that benefit <br /> all jurisdictions. <br /> Goal 6.4: Environmental Considerations To promote the provision of capital facilities while <br /> ensuring environmentally sensitive, safe and reliable service that is visually compatible with the <br /> surrounding land uses and results in reasonable economic costs. <br /> Objective 6.4.1 All capital facilities expansion and construction shall consider the environment <br /> and ways to minimize impacts to it in siting, construction and use. <br /> Policy 6.4.1 When adverse impacts to the environment are considered likely as a result of a <br /> capital facilities project,the City shall use a preferred order of mitigation per the City's Critical <br /> areas ordinance (i.e., avoid, minimize, rectify, reduce over time and compensate). <br /> Policy 6.4.2 In providing capital facilities, the City shall minimize, to the extent possible, <br /> incompatible land uses (see also Land Use Element). <br /> Implementation <br /> (1) When reviewing capital facilities projects in residential neighborhoods, retaining privacy, <br /> minimizing traffic and avoidance of adverse environmental impacts shall be primary <br /> considerations. <br /> (2) Capital facilities constructed in residential neighborhoods shall be designed and constructed <br /> in a manner consistent with the character of the area. Where actual design of a structure cannot <br /> be modified, appropriate buffer/screening measures shall to the extent practical be required as a <br /> condition of development. <br /> (3) The City shall minimize to the extent practical encroachment on view and solar access of <br /> existing residences by new capital facilities or expansion of existing facilities or improvement. <br /> (4) New capital facilities development shall be in compliance with the city's Critical Areas <br /> Ordinance and regulations addressing surface and storm water management, as well as all other <br /> City codes. <br /> (5) Capital facilities shall be designed, constructed and used in a manner that minimizes visual <br /> incompatibility with adjacent land uses. <br /> Goal 6.5: Funding Requirements Provide that high quality, well-maintained physical systems <br /> and facilities that serve the social, economic, cultural, safety and other needs of the community <br /> are available at the time of development to serve new growth. <br /> CAPITAL FACILITIES ELEMENT 7 <br />
