EVERETT COMPREHENSIVE PLAN <br /> Historically,hospitals have measured their level of service by the number of beds they are licensed <br /> for. The emphasis of patient treatment is shifting to out-patient care, making this measure less <br /> representative of total service available. In the future, a new level of service measure may be <br /> needed to reflect these changes. <br /> 3. Port of Everett <br /> Capital facility development at the Port is guided by the Port's Comprehensive Scheme of Harbor <br /> Improvements, 1995, the three year Strategic Plan and five year Capital Improvement Plan (CIP). <br /> The CIP is updated annually to coincide with the preparation of the Port's operating budget. The <br /> major capital facilities at the Port of Everett are generally described as follows: <br /> (a) Marine Terminals <br /> South Terminal - improvements include: <br /> • a 705-foot wharf with paved concrete apron <br /> • a 22,000 sq foot dry storage warehouse with rail siding <br /> • a 655-foot dolphin berth with a paved light vehicle trestle <br /> • a 30 acre log storage yard <br /> • depth at wharf: -40 feet MLLW <br /> Pacific Terminal - improvements include: <br /> • a 640-foot wharf with paved concrete apron <br /> • an adjacent 10 acre container storage yard <br /> • depth at wharf: -40 feet MLLW <br /> Hewitt Terminal- improvements include <br /> • Pier 1 with a useable length of 600 feet and paved deck; 8 acres of upland storage; four on-dock <br /> rail spurs; depth to -40 feet MLLW <br /> • Pier 3 with a usable berth length of 650 feet and concrete deck; 13 acres of upland storage; <br /> depth to—40 feet MLLW <br /> • 830-foot wharf with paved apron; depth to—25 feet MLLW <br /> • a 36,000 sq foot multi-purpose refrigerated warehouse <br /> • a 55,000 ton alumina storage dome <br /> (b) Marina Facilities <br /> In its North and South Marinas, the Port of Everett provides over 2,000 moorage spaces, ranging in <br /> size from 20-80 feet, making it the largest marina on the West Coast. The marina provides open <br /> and covered moorage as well as space for private boathouses. Guest moorage is provided on three <br /> floats along with restrooms, showers and laundry facilities. A gas dock is located in the North <br /> Marina. A haul-out facility with 35 ton marine travelift capacity services a number of boat yards, <br /> including the Port's self-service repair area. Marine supply and service businesses are located in the <br /> Port's North Marina, along with several commercial and industrial tenants. The South Marina <br /> includes restaurants, offices and commercial developments. The upland area north of the marina <br /> basin is slated for redevelopment(North Marina Redevelopment). <br /> (c) Major Port Property Improvements <br /> Riverside Business Park- the 78-acre Riverside Business Park was originally designed to support a <br /> number of operations such as manufacturing, assembly, warehouse storage, and intermodal rail <br /> CAPITAL FACILITIES ELEMENT 35 <br />
