EVERETT COMPREHENSIVE PLAN <br /> The joint presentation of capital facilities and utilities within this document is one of usefulness <br /> to the reader and should not be construed as imposing general capital facilities planning <br /> requirements on utilities. <br /> A. Scope <br /> The scope of this plan includes land within the existing city limits and the planning area. The <br /> plan element covers all public capital of the City of Everett. Facilities that are considered to be <br /> essential public facilities, and may be regional in nature, are also covered under this plan. <br /> However,the provision of some facilities beyond the incorporated city limits (into the <br /> unincorporated urban growth areas)has not yet been identified. The City and the County will <br /> need to identify these services and locations through subsequent discussions related to the <br /> extension of urban services to developing areas and issues related to annexation policies. <br /> B. Purpose <br /> The purpose of the Capital Facilities and Utilities Element is to coordinate those improvements <br /> necessary to accommodate orderly growth, set policy direction for capital improvements, and <br /> ensure they are provided in a timely manner. The provision of specific facilities and services is <br /> linked to community needs and stated desires regarding quality of life issues as determined by <br /> the City Council in its adoption of an annual budget. <br /> Capital facilities and utilities directly affect a community's quality of life. The demand for and <br /> provision of adequate public facilities and utilities is a critical element in the planning process <br /> designed to successfully integrate new Everett residents by the year 2025. <br /> C. Concurrency <br /> The GMA requires that certain facilities and services be available (or a financial commitment <br /> made to provide them within a specified time)to serve new growth and development. These <br /> services are to be in place (financed)when the impacts of that development occur, <br /> "concurrently"with new development. The facilities that are subject to concurrency are <br /> transportation, water and sewer. <br /> Other services are accounted for in the capital facilities plan, including locations and capacity. <br /> The plan for funding these facilities is part of the ongoing adopted capital facilities budget of the <br /> City of Everett. This budget, upon approval of the City Council, becomes the funding level for <br /> these facilities. It is the expression by the elected officials as to the need and funding levels for <br /> these services in the near term. Longer-term capacity and funding are estimated for each service <br /> area. <br /> Other service providers, both public and private, control other facilities and services. Services <br /> such as schools, electricity, telephone, natural gas, and some solid waste services are all <br /> provided, at least in part, by entities outside of the City of Everett. While these facilities are <br /> accounted for in the GMA plan, they are not the responsibility of the City and are not required <br /> for concurrency. <br /> CAPITAL FACILITIES ELEMENT 2 <br />
