PEMC's growth, and it will allow such growth to occur without the displacement <br /> of any residential uses. <br /> 11. PEMC's proposed expansion onto the adjacent ECC Property represents a unique <br /> opportunity to accommodate its future growth without the displacement of <br /> residences. There is the risk that if this requested expansion is not granted at this <br /> time, the opportunity for the community could be lost. <br /> Rezone Conclusions <br /> 12. The rezone is consistent with applicable Comprehensive Plan Policies and the <br /> Comprehensive Land Use Map, as amended, for the reasons discussed above, <br /> particularly in Comprehensive Plan Conclusions 2 through 5. <br /> 13. The Institutional Overlay zone, which will be governed by the Master Plan <br /> development standards and design guidelines, as well as other provisions of the <br /> Everett Municipal Code, mitigate the adverse impacts upon land uses in the <br /> immediate vicinity of the subject property. <br /> 14. The rezone bears a substantial relation to the public health, safety and welfare by <br /> providing additional capacity for health care services while mitigating impacts. <br /> 15. The amendment to the zoning map promotes the best long-term interests of the <br /> Everett community by providing a long-term plan and framework for meeting the <br /> health care needs of the community beyond 2030, while mitigating impacts to the <br /> immediate area. <br /> 16. The rezone is necessary to implement the Comprehensive Plan Amendment <br /> designating the ECC Property for Hospital (2.4) use. <br /> Master Plan Conclusions <br /> 17. PEMC's Master Plan for the ECC Property complies with the procedural and <br /> substantive requirements of EMC Chapter 19.33B. <br />
