is hereby amended to read as follows: <br /> Land Use Policy 2.11.4 Everett Community College and Providence Everett <br /> Medical Center are large institutional facilities located in the Northwest Everett <br /> neighborhood. In 2005, and again in 2008. City Council approved <br /> Comprehensive Plan map amendments, along with master plans for both facilities <br /> that are implemented through Institutional Overlay zones. The PEMC master <br /> plan provides for phased hospital development beyond 2030, while the ECC <br /> master plan provides for phased development through 2015. <br /> The 2005 approved PEMC expansion included significant intensification of use <br /> on the existing hospital properties as well as expansion to Block 248. No further <br /> homes may be lost to hospital expansion beyond the approved Master Plan. <br /> Future expansion to the east of Oakes Avenue beyond Block 248 is prohibited. In <br /> 2008, the City Council approved an amendment to the Comprehensive Plan and a <br /> Rezone of the ECC athletics property on the north side of 13th Street for future <br /> expansion by PEMC. This action was preceded by an agreement between PEMC <br /> and ECC to exchange properties to provide for the long term expansion needs of <br /> both institutions. The approval of the ECC Property for PEMC use for hospital <br /> and related medical activities is governed by an Institutional Overlay Zone Master <br /> Plan, that includes development standards and design guidelines to guide the <br /> future phasing of development on the property beyond 2030. No additional <br /> expansion of hospital and related medical uses into abutting residential areas shall <br /> be permitted. <br /> Section 2. The property, as described in Exhibit A, is hereby rezoned from R-2 (Single <br /> Family Detached, Medium Density) to R-2I (Institutional Overlay Zone)with a Master <br /> Plan as provided by EMC 19.33B, attached hereto as Exhibit A. For purposes of <br /> establishing the boundaries of the zoning district, all contiguous public right-of-way <br /> abutting the property frontage on 13th Street shall be included in the rezone area. <br /> Section 3: The official Institutional Overlay Zone master plan for the combined <br /> Colby Campus and ECC property as approved by City Council shall consist of the <br />
