EXHIBIT A <br /> PEMC MASTER PLAN FOR ECC PROPERTY <br /> 1.0 INTRODUCTION. <br /> In December 2006, Providence Everett Medical Center("PEMC") and Everett <br /> Community College ("ECC") agreed to a purchase, sale and land exchange transaction <br /> that would allow PEMC to acquire for hospital institutional development the ECC <br /> Physical Education Property, an area of approximately 9.36 acres in size that is north and <br /> northeast of Block 248. The ECC Property is legally described as: <br /> The Southwest Quarter of the Southwest Quarter of the <br /> Northwest Quarter of Section 17, Township 29 North, <br /> Range 5 East, W.M. lying North of 13th Street, in <br /> Snohomish County, Washington(the "ECC Property"). <br /> In June 2007, PEMC applied for a Comprehensive Plan land use map amendment to <br /> change the ECC Property designation to Hospitals (2.4) and a Zoning map amendment to <br /> rezone such property R-2-I (Institutional Overlay), with a phased development Master <br /> Plan for the ECC Property ("PEMC's 2007 Application). Included as part of PEMC's <br /> 2007 Application was a proposed Utility Building on the north end of the ECC Property <br /> to provide heating, cooling, medical gas and emergency power for its medical facilities <br /> on the existing Colby Campus and the ECC Property. <br /> As a result of the public review process, including neighborhood meetings and the public <br /> hearings before the City Planning Commission on April 7 and June 2, 2008, PEMC has <br /> revised its original proposed Master Plan for the ECC Property to relocate the site of the <br /> Utility Building south to a location south of the projected centerline of 12th Street <br /> (approximately 150 feet instead of 35 feet from the northern boundary of the ECC <br /> Property), narrow the 175-foot height area by approximately 142 feet, reduce the total <br /> allowable square footage for development (from 1 million to 850,000 square feet), and <br />
