2.6 Pedestrian bridge and bridge wing over 13th Street. <br /> 2.7 Any uses which are ancillary to the above uses. <br /> 2.8 Temporary parking, construction staging, material storage as provided in <br /> Section 3.9 of this master plan <br /> 3.0 Development Standards. <br /> 3.1 Gross Floor Area of Development (excluding parking garages and below- <br /> grade development): 850,000 square feet. <br /> 3.2 Phasing: The property shall be developed in phases in accordance with the <br /> following anticipated schedule,provided the City may approve revisions in <br /> the phasing of uses on the property as provided by EMC 15.16.080.A(24): <br /> Phase 1: Utility Plant (approximately 50,000 square feet), which shall be <br /> located in the 85 foot height zone,pedestrian bridge over 13th <br /> Street, and utility corridor under 13th Street, by 2011. <br /> Phase 2: Clinic, Medical-Related Activities, and Hospital (e.g. hospice) <br /> Facilities—in northern 45 foot height zone and eastern 75 foot <br /> height zone—2009 to 2025 (approximately 300,000 square feet). <br /> Phase 3: Hospital, Clinic, and Medical-related Facilities—in 175 foot zone <br /> —2020 to 2030 (approximately 500,000 square feet, including <br /> bridge over 13th Street connecting the hospital towers on the Colby <br /> Campus and ECC Property). Any buildings in the 175 foot height <br /> zone shall be limited to hospital use as defined in Section 2.1 of <br /> this Exhibit. Prior to the initiation of the City's review process, as <br /> described in Section 4.1.1 of this exhibit, for development of any <br /> hospital structure in this zone, PEMC must have obtained approval <br /> of a Certificate of Need, and/or other applicable authorization as <br /> required by the State of Washington for such use. <br />
