3.4.6 For the pedestrian corridor and bridge wing over 13th Street, the height will be limited to three stories above the clearance required for 13th Street. 3.4.7 Mechanical and electrical equipment, elevator and stair shaft enclosures, and other building appurtenances may extend above the height limits to the extent required for proper function of such equipment. 33 Greenbelt Buffer/Setback: 3.5.1 PEMC will create a 35-foot wide "greenbelt buffer" area, with Type I landscaping, along the perimeter of the ECC Property, beginning with its intersection with 12th Street on the west and continuing northerly to the north property boundary, then easterly to the east property boundary, then southerly to the southeast corner of the ECC Property at 13th Street, then westerly to the extended centerline of Oakes Avenue, subject to any openings for vehicle or pedestrian access determined appropriate by the Planning Director. 3.5.1 The greenbelt buffer will be installed prior to the City's issuance of a certificate of occupancy for the Phase 1 Utility Building. 3.5.2 Plans for design of the greenbelt buffer will be submitted to the Planning Director for approval, with review and recommendation by the Design Review Committee. 3.5.3 The greenbelt buffer area shall be available for installation of any underground utilities that may result from development of the site,provided that landscaping is restored following utility installation.
