• <br /> 3. The proposed amendment promotes the best long-term interests of the Everett community. <br /> The proposed revision to the SMP implements the intent of state requirements to provide for <br /> transportation facilities of statewide significance to provide for future expansions and <br /> construction of facilities necessary for the mobility of the citizens of the state and for <br /> interstate and international trade. These improvements will help to support the economic <br /> vitality of the City of Everett and State of Washington. <br /> 4. Circumstances have changed and new information is available which was not considered at <br /> the time the Shoreline Master Program was adopted. <br /> The Port of Everett requested the proposed amendments to allow application for a pier at the <br /> Mukilteo tank farm property to provide a rail/barge facility for Boeing to keep Washington <br /> State competitive in the aerospace industry. Such a use was not contemplated at the time the <br /> Shoreline Master Program was adopted. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: Ordinance No. 1671-89, as Amended by Section 7 of Exhibit A to Ordinance No. <br /> 2600-02 (EMC 19.33D.040), is hereby amended by the addition of the following definition: <br /> "Transportation facilities of statewide significance" means the interstate <br /> highway system; interregional state principal arterials including ferry connections <br /> that serve statewide travel; regional transit systems as defined in RCW <br /> 81.104.015; high capacity transportation systems serving regions as defined in <br /> RCW 81.104.015; intercity passenger rail services; intercity high-speed ground <br /> transportation; rail fixed guideway system, as defined in RCW 81.104.015, <br /> excluding yards and service and maintenance facilities; the freight and passenger <br /> railroad system as regulated by the Federal Railroad Administration, excluding <br /> yards and service and maintenance facilities; and in shoreline zones, and in <br /> adjacent zones where all or any portion of a development is within a shoreline <br /> designated area or zone, marine port and barge facilities and services that are <br /> related solely to marine activities affecting international and interstate trade, <br /> excluding centralized, high density concentrations of port, deep water port, and <br /> marine shipping facilities and services. <br /> SECTION 2: Ordinance No. 1671-89, as Amended by Section 6.1 of Exhibit A to Ordinance <br /> No. 2600-02 (EMC 19.33D.280.B), (Footnote 6 to Table 6.1 in Section 6.1 of Exhibit A to <br /> Ordinance 2600-02), which currently reads as follows: <br /> 6 = Permitted only for public access improvements. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br />
