April 18, 2012 <br /> PUBLIC HEARING <br /> COUNCIL BILL NOS. 1203-17, 1203-18, 1203-19, 1203-20 and 1203-21 <br /> Council Member Moore opened a public hearing regarding Council Bill <br /> Nos. 1203-17, 1203-18, 1203-19, 1203-20 and 1203-21, zoning <br /> ordinances relating to the Evergreen Way Revitalization Plan, and <br /> acknowledged, for the record, receipt of a letter from Snohomish County <br /> Planning and Development Services Director Clay White in support of the <br /> plan. <br /> Allan Giffen, Planning, presented a briefing on all five ordinances. <br /> Mark Smith, Lynnwood, representing the Housing Consortium of Everett <br /> and Snohomish County, submitted a letter and spoke in support of CB <br /> Nos. 1203-17 and 1203-18. He urged continuing efforts to encourage <br /> development of affordable housing. <br /> Kristin Kelly, Snohomish, representing Futurewise and Pilchuck Audubon <br /> Society, submitted materials and spoke in support of CB Nos. 1203-17 <br /> and 1203-18. She recommended additional incentives for affordable <br /> housing development such as inclusionary zoning. <br /> Moved by Council Member Roberts, seconded by Council Member <br /> Affholter to close the public hearing. <br /> Roll was called with all council members voting yes, except Council <br /> Member Gipson who was excused. <br /> Motion carried. <br /> COUNCIL BILL NO. 1203-17 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE adopting the Evergreen Way Revitalization <br /> Plan as a Subarea Plan of the Everett Growth Management <br /> 108 <br />
