The delinquent penalty and special charges as set forth in Section 4 plus a multiplier of twenty-five percent, shall apply to customers outside the City limits. Section 4: Effective January 1, 2010, and thereafter, service charges for the City of Everett sewer system are hereby fixed as follows: A. Single family residence: $42.40 per month (The monthly charge includes Surface Water Quality Protection and Enhancement and the current state utility tax.) B.
