WHEREAS, the Planning Commission has held a public meeting to consider the <br /> proposed Historic Overlay Zone boundaries and regulations and a public hearing to <br /> solicit public testimony and has recommended that the City Council approve the <br /> proposed zoning regulations and boundaries with a modification moving the southern <br /> boundary to Everett Avenue; and <br /> WHEREAS, the City Council has held a public hearing to consider the recommendations <br /> of the Historical Commission and Planning Commission; and <br /> WHEREAS, the City Council finds the following: <br /> 1. The proposed rezone and code changes are consistent with the Everett <br /> Comprehensive Plan; and <br /> 2. The proposed rezone and code changes bear a substantial relationship to the <br /> public health, safety and welfare; and <br /> 3. The proposed rezone and code changes promote the best long term interests of the <br /> Everett community; and <br /> WHEREAS, the City Council further finds that the proposed Riverside Historic Overlay <br /> Zone satisfies the criteria set forth in Section 19.33.040 of the Everett Municipal Code. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Establishment of the "H" Historic Overlay Zone Boundaries. The <br /> Official Zoning Map, as adopted by Ordinance 1671-89, is hereby amended by the <br /> application of the "H" Historic Overlay Zone to the following described property, the <br /> approximate boundaries of which are indicated on the attached map marked as Exhibit <br /> Commencing at the intersection of the centerlines of Rainier Avenue and 19th Street, <br /> THENCE east along the centerline of 19th Street to its intersection with the northerly <br /> projection of the centerline of the alley located in Block 386, Plat of Everett, Division P, <br /> according to the plat thereof recorded in Volume 5 of Plats, Page 20, records of <br /> Snohomish County, Washington, which is the true POINT OF BEGINNING; THENCE <br /> east along said centerline of 19th Street to its intersection with the centerline of Walnut <br /> Street; THENCE south along said centerline of Walnut Street to its intersection with the <br /> centerline of 21St Street; THENCE west along said centerline of 21st Street to its <br /> intersection with the centerline of Fulton Avenue; THENCE south along said centerline <br /> of Fulton Avenue to its intersection with the centerline of Everett Avenue; Thence west <br /> along said centerline of Everett Avenue to its intersection with the southerly projection of <br /> the east property boundary of Lot 15, Block 605, Plat of Everett, Division I, according to <br /> the plat thereof recorded in Volume 5, Page 11, records of Snohomish County, <br /> Washington; THENCE north along the east line of said Lot 15 and its projection to its <br /> intersection with the centerline of the east-west alley in said Block 605; THENCE west <br /> along said centerline to its intersection with the centerline of the north-south alley in <br /> 2 <br />
