May 23, 2012 The regular meeting of the Everett City Council was called to order at 12:30 p.m., May 23, 2012 in the City Council Chambers of the Everett City Hall, President Gipson presiding. Upon roll call it was found that Mayor Stephanson, Council Members Roberts, Moore, Hatloe, Gipson, Stonecipher and Affholter were present. Council Member Roberts led the Pledge of Allegiance. The minutes of the May 16, 2012 city council meeting were approved. Council Members Hatloe and Gipson abstained from the vote. MAYOR Mayor Stephanson had no comment. CITY COUNCIL President Gipson made the following announcement. With the passing of Council Member Nielsen it has been a sad week for the city of Everett. Council Position No. 5 will be filled in the upcoming November election. By Charter the City Council is to make an interim appointment by June 11. In conferring with the City Attorney there are several options which can be taken including: 1) simply appointing an individual; 2) taking nominations from the Council, conducting interviews and selecting an individual; and 3) conducting a full process as was done in the past. Applicants must be a minimum of 18 years of age, a registered voter and a resident of the city of Everett for a minimum of one year. The process will be as follows: Public notice will be provided. A letter of interest and a resume confirming the applicant's qualifications is to be submitted to the City Clerk's Office no later than 10 a.m., May 29, 2012. Following that, Council will be provided the information submitted and each Council member will then make a nomination from the list of applicants. Interviews before the City Council will take place at a public meeting and the applicants will be voted on by the City Council Members. He reminded Council members that the process is governed by the Open Public Meetings Act, and Council members should not engage in group 137
