•
SITE DEVELOPMENT SERVICES
DRAINAGE MEMO
3530 COLBY AVE PARKING
To: Jane Zimmerman, City of Everett
From: Dave Dougherty, Site Development Services, Inc.
Date: February 21, 2015 42 S—4$ I —968
Subject: Hoyt Ave. Apartments
This project will convert and area of 6,600 square feet north of the church building
located at the above address. The existing use is a playground and a storage building, and
the converted use will be a parking lot with landscaping. There is currently about 1,500
square feet of impervious area as roof or paving. The converted site will have 5,800
square feet of paved parking lot, with the balance being landscaped. Thus, the increase in
impervious area is 5,800— 1,500=4,300 square feet. Figure 2.1 shows that the project is
subject to Minimum Requirements 1 thru 6.
However, staff has stated that the combined sewer system that serves the site has capacity
limitations. For this situation where the site is under one acre, detention shall be
provided using the single event model, and water quality is not required.
To summarize the Minimum Requirements:
MR#1, Stormwater Site Plan:
This has been prepared in accordance with site conditions and the Chapter 3 of the City's
Manual.
MR#2, SWPP:
This is included in the drainage plans for the project and is labeled as a TESC Plan. Due
to the small size of the site and the minimum earthwork required, basic erosion and
sedimentation methods are adequate.
MR#3, Source Control of Pollution:
Due to the low use the site will be exposed to as a church parking lot,no special source
controls are required.
MR#4,Natural Drainage Systems and Outfalls:
3011 Raven Crest,Bellingham,WA 98226 425-481-9687 \/
