A statement giving the dates the Engineer must make a decision to <br /> I 5 accept or reject the conceptual proposal, the date that approval to <br /> 6 proceed must be received, and the date the work must begin in order <br /> 7 to not delay the contract. If the Contracting Agency does not approve <br /> 8 the VECP by the date specified by the Contractor in their proposal the <br /> I 9 VECP will be deemed rejected. <br /> 10 <br /> 11 7. The submittal will include an analysis on other Work that may have <br /> 12 costs that changed as a result of the VECP. Traffic control and <br /> 13 erosion control shall both be included in addition to any other <br /> 14 impacted Work. <br /> I 15 <br /> 16 After review of the proposal, the Engineer will respond in writing with <br /> 17 acceptance or rejection of the concept. This acceptance shall not be <br /> 18 construed as authority to proceed with any change contract work. Concept <br /> 19 approval allows the Contractor to proceed with the Work needed to develop <br /> 20 final plans and other information to receive formal approval and to support <br /> 21 preparation of a change order. <br /> I 22 <br /> 23 1-04.4(2)C2 Formal Approval <br /> 24 The Contractor's submittal to the Engineer for formal approval shall include the <br /> 1 25 following: <br /> 26 <br /> 27 1. Deleted Work— Include the calculated quantities of unit price Work to <br /> I 28 be deleted. Include the proposed partial prices for portions of lump <br /> 29 sum Work deleted. For deletion of force account items include the <br /> 30 time and material estimates. <br /> I 31 <br /> 32 2. Added Work— Include the calculated quantities of unit price Work to <br /> 33 be added, either by original unit Contract prices or by new, negotiated <br /> I 34 unit prices. For new items of Work include the quantities and <br /> 35 proposed prices. <br /> 36 <br /> 37 3. Contractor's Engineering Costs — Submit the labor costs for the <br /> I38 engineering to develop the proposal; costs for Contractor employees <br /> 39 utilized in contract operations on a regular basis shall not be included. <br /> 40 <br /> I 41 4. Schedule Analysis — If the VECP is related to time savings, the <br /> 42 Contractor shall submit a partial progress schedule showing the <br /> 43 changed Work. The submittal shall also include a discussion <br /> I 44 comparing the partial progress schedule with the approved progress <br /> 45 schedule for the project. <br /> 46 <br /> I 47 5. Working Drawings —Type 3 Working Drawings shall be submitted; <br /> 48 those drawings which require engineering shall be a Type 3E. <br /> 49 <br /> 50 Formal approval of the proposal will be documented by issuance of a change <br /> 51 order.
